WARRANT

TOWN OF AMITY

STATE OF MAINE
AROOSTOOK, SS

TO:      Thomas Hall, a resident and citizen of the Town of Amity, County of Aroostook, State of Maine.

GREETINGS:

            In the name of the State of Maine, you are hereby requested to notify and warn the Inhabitants of the Town of Amity, in said county, qualified to vote in Town affairs, to MEET at the REED SCHOOL BUILDING, IN SAID TOWN, ON MARCH 29, 2008 AT   9:00 O’CLOCK AM IN THE Morning to act on the following articles to wit:


Art. #1.            To elect a MODERATOR to preside at said Meeting.

Arthur Hall nominated - Ray Boucher - Earle Spooner moved to vote - 2nd by Julie Chapla.  3 votes cast all for Ray Boucher.  Ray Boucher was elected Moderator.


Art. #2.            To elect one SELECTMAN for a term of three years.  The term of
Glendon Clifford having expired.

Larry Sweetland nominated - Glenn Williams, 2nd by Gary Hall - Julie Chapla nominated - Gail Mailman, 2nd by Earle Spooner.  Betty Bickford moved to vote, Dorilla Spooner 2nd.  31 votes cast, 25 for Glenn Williams, 6 for Gail Mailman.  Glenn Williams was elected Selectman for a term of three years.

 

Sue Clifford motioned to vote remaining articles by a show of hand, Julie Chapla 2nd, vote 27 yes, 0 no.  Will vote remaining articles by a show of hands.


Art. #3.            To see if the Town will vote when taxes are due and payable and establish a rate of interest and date from which interest may be charged for late payment of taxes.

Recommendation: Taxes due upon receipt.  10% interest after 60 days of Commitment.

It was motioned and 2nd to accept article as written - 29 yes, 0 no.


Art. #4.            To see if the Town will vote to give a discount for early payment of taxes and fix a rate and time allowed.

Recommendation: 2% discount for thirty days from date of billing.

Betty Bickford motioned to accept article as written, Sue Clifford 2nd, 28 yes, 1 no.


Art. #5.            To see if the Town will vote to authorize the Selectmen, on behalf of the Town, to dispose of any real estate acquired by the Town, for nonpayment of taxes thereon, on such terms as they may deem advisable and to execute quit claim deeds for such property.  The Town at the Selectmen’s discretion may retain such property.

Art. #6.            To see what sum of money, if any, the Town will vote to authorize the Selectmen to appropriate from undesignated funds (surplus), as they deem advisable to meet unexpected expenses or emergencies that occur during the fiscal year 2008-09.

Recommendation from Undesignated Fund:            $5,000.00

Art. #25.          To see if the Town will vote to appropriate the money received from the
State for registrations of snowmobiles to be given to the local Snowmobile Club for the purpose of maintaining its snowmobile trails, to be open for the use of the public at all times.

Art. #26.          To see if the Town will vote to appropriate and raise from State Revenue Sharing $150.00 for Houlton Septic System.

Art. #27.          To see of the Town will authorize the Selectmen to appoint all Town Officials and Committee Members as they deem necessary.

Recommendation:               Yes

Art. #28.          To see if the Town will vote to authorize the Municipal Officers to spend an amount not to exceed 2/12 of the budgeted amount in each category for the 2008-2009 annual budget during the period from Feb 1, 2009 to the March Town Meeting 2009.
